2007 State Legislative Session: Priorities

Deferred Maintenance
• Efforts being led by Kansas Board of Regents
• Approximately $2 million per year in additional funding is needed for KUMC maintenance needs

Appropriations for KU Cancer Center (KUCC)

  • The KUCC received $5 million for FY 2007
  • Those funds are included in the base budget proposed for FY 2008, which means the KUCC will receive the money again by default
  • The only way the KUCC might not receive the funding again would be if the Legislature proactively removed that line item from the budget
  • Beginning in January, KUMC and KUCC staff will brief legislators on the use of FY 2007 dollars to date
  • Latest briefing documents:

Kansas Medical Student Loan Program

  • Proposing two small changes:
    • Increase the stipend to $2,000 per month (currently is $1,500 and has not been altered since 1992)
    • Make unused program spots available to upperclassmen, with benefits and obligations being applied retroactively
  • All other requirements – terms of service, eligible specialties, interest rate, and the like – remain the same

FY 2008: Federal Fiscal Year Priorities

The federal fiscal year runs from October 1 through September 30.  As of December 2006, Congress has not yet completed funding legislation for FY 2007 (October 1, 2006 through September 30, 2007).  Congress is expected to finish this work in January or February of 2007.

The priorities below are a few of the issues KUMC will advocate for during the FY 2008 funding cycle.  Congressional work on FY 2008 funding legislation is expected to begin in March of 2007.

  • Health Resources and Services Administration Funding
    • Title VII Health Professions
    • Title VIII Nursing Professions
  • National Institutes of Health Funding
  • Graduate Medical Education
